공공부문 리더의 변혁적 리더십이 학습조직과 조직시민행동에 미치는 영향
The Effect of Transformational Leadership on Learning Organization and Organizational Citizenship Behavior in the Public Sector

본 연구는 공공부문 리더(최고경영자)의 변혁적 리더십, 학습조직, 조직시민행동 간의 구조적 관계를 확인하기 위한 것이었다. 이를 위하여 공공기관 경영공시 시스템(2011.5)에서 지정된 국내 286여 개 공공기관 중 35개의 공공부문 조직에 근무하고 있는 직원 605명을 대상으로 설문조사를 실시하였고, 수집된 자료는 AMOS 17.0 통계프로그램을 이용하여 구조방정식 모델을 설정하고 분석하였다. 연구 결과는 다음과 같았다. 첫째, 공공부문 리더의 변혁적 리더십은 학습조직에 직접적인 영향을 미치는 것으로 나타났다. 둘째, 공공부문 리더의 변혁적 리더십은 조직구성원들의 조직시민행동에 직접적인 영향을 미치는 것으로 나타났다. 셋째, 공공부문에서 학습조직은 조직구성원들의 조직시민행동에 직접적인 영향을 미치는 것으로 나타났다. 넷째, 공공부문 리더의 변혁적 리더십은 학습조직을 매개로 조직구성원들의 조직시민행동에 간접적인 효과가 있는 것으로 나타났다. 연구 결과를 통해 공공부문에서 학습조직 활성화와 조직구성원들의 조직시민행동을 높이기 위한 변혁적 리더십의 중요성을 확인할 수 있었으며, 학습조직이 조직구성원들의 조직시민행동을 강화하는 주요한 방법이 될 수 있음을 알 수 있었다.
Abstract
The purpose of this study was to analyze the structural relationship among such variables as transformational leadership, learning organization and organizational citizenship behavior in the public sector. A questionnaire was used as the survey instrument. A total number of 605 public sector employees responded to the questionnaire. In order to estimate the hypothesized structural equation model, the collected data were analyzed by AMOS 17.0, a statistical program for structural equation modeling. The major findings of this study are as following;First, the transformational leadership was found to have a direct effect on learning organization in the public sector. Second, the transformational leadership was found to have a direct effect on organizational citizenship behavior in public sector. Third, the learning organization was found to have a direct effect on organizational citizenship behavior in the public sector. Fourth, the mediator effect of learning organization between transformational leadership and organizational citizenship behavior proved positive in the public sector.
