뉴 노멀 시대의 도래와 한국경제의 성장잠재력

본 연구는 세계의 새로운 표준으로 다가오고 있는 뉴 노멀시대에 즈음하여 1970-2009년 기간 동안의 자료를 사용하여 상태공간모형(state-space model)을 통한 잠재성장률 추정과 성장회계법에 의한 생산요소별 성장기여도 분석을 통하여 한국경제의 성장 잠재력을 파악하고자 하였다. 추정 결과, 잠재성장률은 1970년대에는 약 9.39%로서 실제성장률과의 차이인 GDP 갭이 약 0.86%를 보이다가 80년대 들어서면서 실제성장률과 잠재성장률 모두 8%대로 떨어졌으며 이 같은 추세는 2000년대에도 계속되고 있음을 보였다. 특히, 2005년 이후는 2008년 말 글로벌 금융위기를 겪으면서 평균 실제성장률과 잠재성장률은 각 각 3%대와 4%대로 급락하면서 GDP갭은 -0.8%대로 떨어졌다. 각 생산요소별 성장기여도별 분석 결과, 노동과 물적 자본의 기여도 역시 1970년대 이후 지속적으로 하락하고 있는 추세를 보이고 있다. 반면에 인적자본과 총요소생산성의(TFP)의 성장기여도는 70년대 중반이후부터 지속적으로 상승하고 있으며 2000년대에는 경제성장의 약 50%대에 이르는 것으로 나타났다. 따라서 뉴 노멀 경제하 한국경제의 성장 잠재력 제고를 위해서는 학습과 교육시스템의 혁신, 그리고 R&D 투자의 효율성제고 및 기술혁신 등 다양한 분야에서 정책적인 고려야 있어야 할 것으로 본다.
Abstract
With the advent of a new normal era, the Korean economy has been faced new challenges to overcome the decreasing economic growth potential. The purpose of this study is to estimate the rate of growth potential in Korea using the state-space model and data from 1971∼2009. This study also investigates the contribution of each input to output growth and calculates this on the basis of the standard growth accounting framework. The results showed that the rate of real growth potential had been dramatically decreasing from 9.39% in the 1970s and 8.03% in the 1980s to 6.14% in the 1990s and 5.48% and 4.26%, respectively, during 2000∼’04 and 2005∼’09. The contributions to economic growth from labor and capital input also have been continuously decreasing since the 1970s. In contrast, the contribution to output growth of human capital and total factor productivity (TFP) has been increasing since the middle of the 1970s and its contribution reached to 50% in the 2000s. As a result, Korea clearly must develop a variety of new policies for improving human capital and total factor productivity to increase the growth potential in the new normal era.
