‘욕망의 정치’와 이명박 정부의 부동산 정책

As many countries have gone through the world economic crisis beginning from the United States, excessive pursuits of real estate speculation and deregulation policies are reexamined. But Myung-bak Lee Government is considered deregulation and expansion of development of real estate as measures to overcome current economic crisis. Policies expanding construction industry and triggering speculation-demand result in enlarging the gap among the socialeconomic classes and becoming worse the housing quality of lower income people. The current research was aimed to evaluate socio-economic structures and policies leading to development and speculation of real estate and to analyze their effectiveness. Expansion in the development of real estate could meet needs of politicians, constructors, individual residents who live in the target area in a short-term perspective but will make worse national competitiveness and equity of residence. This investigation found that efforts to maximize need satisfaction of related personnel brought increases in housing prices and expulsions of original residents with a case of New Town project conducted by the Seoul Metropolitan city. In the same manner, policies of real estate initiated by Lee Government would be utilized to cope with economic crisis in a short-term perspective but will cause price soar of real estate and polarization of assets in a long-term perspective. The research suggests future polices and directions related to housing to make stable housing price and to support houseless people by controlling speculative and fictitious demands. Restraint of needs, not expansion of ones, would be effective to stabilize housing market and resolve inequity of housing.
