A Study on the Four Major River Rehabilitation Project & Related Institutions

This study attempted to identify procedural defects with the Four Major River Rehabilitation Project, environmental impacts of the project on water quality & ecological systems, and problems with COD measurements used to measure organic matters. Finally, total water quality management systems were reviewed:① Laws governing the Four Major Rehabilitation Project include the River Act, the Basic Act on Environmental Policy, the Environmental Impact Assessment Act and the National Finance Act. It may be judged that the implementation of the project isn't procedurally legal. In addition, it has negative impacts on water quality and ecological systems since its implementation hasn't conformed to the understandings with the MOE (Ministry of Environment). ② With regard to the formal measurements of organic matters, there is a need to change CODMn Method to CODCr Method, TOC Method, or any other water quality criteria or measurements that environmentally advanced countries have adopted. This would contribute to the protection of water quality environment by enabling the proper measurement of organic matters. ③Total Water Pollution Load Management System currently implemented requires economic and technical supports since it's still under trials and errors. In addition, the integration of laws providing water management for the four major rivers and supports for residents is required, along with legal supplementations.
