산업간 연계를 고려한 전략산업 성장요인과 발전방향 : 충북지역을 중심으로

1990년대 후반부터 범국가적 차원에서 지역전략산업을 집중 육성해 오고 있으나 특정 지역의 전략산업 성장요인을 분석한 연구는 흔치않다. 본고는 충북 전략산업의 성장요인을 식별하고 전략산업 발전방향을 도출한다. 전략산업 성장요인으로 지역내 소득, 교육․교통․산업․정주 여건, 행․재정 요인 등 다양한 지역 인프라를 고려한다. 본고는 계량경제모형과 산업연관모형을 개별적으로 분석한 대부분의 선행연구와 달리 이 두 모형을 통합해 산업간 수요(전방연관효과)가 전략산업 성장에 미치는 영향을 고려하였다. 본고는 충북 4개 전략산업의 17개년(1993∼2009년)의 실질생산 자료를 이용하여 동태적 패널모형을 추정한다. 추정결과, 충북 전략산업의 생산은 지역내 수요 보다 다른 산업의 생산을 위하여 중간재로 판매되는 전방연관효과에 의하여 더 큰 영향을 받고 있다. 또한 지역 인프라 중에는 지역내 대학생 수, 공장용지 면적, 도로연장 길이 등이 전략산업 생산에 유의한 양(+)의 영향을 미친다. 따라서 전략산업을 효과적이며 효율적으로 육성하기 위해서는 산업간 연관효과를 증가시키는 정책이 요망되며, 인력과 산업용지 공급 및 교통여건을 개선시키기 위한 종합적이고 체계적인 전략산업 발전전략이 요구된다.
Abstract
While nationwide efforts have been made to foster regional strategic industries since the late 1990's, few studies have analyzed growth factors of strategic industries of a specific region. We employ dynamic panel models to estimate growth factors of strategic industries in Chungbuk during the years of 1993∼2009. Most previous researches have separately applied input-output models or econometric models, but our study, based on Rey and Dev(1997), integrates the two models into a framework to investigate the effects of inter-industry demands(forward linkage effects) on growth of strategic industries. Regression results reveal that outputs of strategic industries are affected significantly by inter-industry demands. In addition, the number of undergraduate students, the size of factory site, and the length of roads also significantly enhance production of strategic industries. In order to effectively promote regional strategic industries, therefore, local government should adopt policy measures to strengthen inter-industry linkages and to improve supply of human resources, industrial park, and transportation.
