초록
Strong punishment and security-measure have recently expanded and been enforced for sexual violence criminals having a high risk of recidivism all around the world, and systems into which all sorts of state-of-the-art technologies are introduced have been enforced. Korean society has understood the sexual violence crime as a serious social problem for the years and provided a strong legal and institutional strategy. So sexual violence criminals were strongly punished with a focus on their monitoring and punishment alone, but government has begun to take an interest in the treatment of sexual violence criminals, not strong punishment for them, as sexual violence crimes have continuously increased for the past 10 years. With this trend, the sex-drive drug treatment system was introduced with an aim of preventing the recidivism of sexual violence crimes and promoting their criminals’ rehabilitation by providing sex-drive drug treatment for those recognized as having a risk of committing sex violence crimes again as the sexual perversion patients committing sexual violence crimes aged below 16 years. It is anticipated that the sex-drive drug treatment system will have many controversies such as the problem of the subject’s consent, the concurrent problem of drug and psychical treatment, the problem of those subject to the application of drug treatment,, the problem of side effects of drug and the like. But it is anticipated that the improvement of sexual violence criminals’ability to control the sex drive through the concurrent practice of psychical and drug treatment will be greatly helpful to prevent their recidivism.
