위기에 대한 준비태세와 조직특성에 관한 연구

This study investigates how well prepared Korean organizations are for crisis management and discusses what should be done in order to effectively respond to crisis if it happens. In addition to the literature review on crisis management, we have analyzed the data collected by using Pauchant and Mitroff(1992) survey from private as well as public organizations. The results show that Korean organizations, regardless of their types, are not well prepared for crisis. From the four factors in the onion model by Pauchant and Mitroff(1992), Korean organizations belong to "problem zone" in all four factors: personal characteristics, organizational culture, organizational structure, and organizational strategy. While N organization(government agency for crisis management) and organizations in private sectors scored high just enough to put them in "safety zone", the overall preparedness was not satisfactory in both micro- and macro-level issues. It is becoming more important to get ready for crisis as its frequency and magnitude increase. Korean organizations need to pay special attention to two areas. In terms of organizational structure, they should invite outside experts to regularly audit their crisis-preparedness, create platforms to collect and disseminate information on crisis-related issues, and put various early warning systems in place. Strategically, it is most critical to integrate crisis management with overall strategic planning process. By examining both micro- and macro-level issues related to crisis management, this study provides us with a chance to look into crisis-preparedness and search for measures to improve it.
