디자인 R&D 지원사업 혁신방안 연구 -디자인기반구축사업을 중심으로-

정부는 지난 ’11년 4월 디자인산업 육성 종합계획을관계부처 합동으로 발표하였다. 우리나라 디자인 산업이 ’07년 세계 9위에서 ’08년 경제위기 이후 정체 양상을 보여 ’10년 이후 10위권 이하로 나타나고 있다. 이에 정부차원의 새로운 디자인산업 육성 비전과 전략으로 ‘디자인 Global TOP 7’ 달성을 위한 주요 추진계획을 담고 있다. 1)여기에서 현재 우리나라의 디자인산업 침체 원인으로 수요측면과 공급측면, 마지막으로 정부정책면에서문제점을 제기하고 있다. 대기업 편중의 디자인 투자구조, 디자인전문기업 및 전문인력의 양적 팽창, 정부정책의 디자인 지원규모가 작고 효과성이 저하된 부분을 지적하고 있다. 따라서 본 연구는 현재 우리 디자인산업의 문제점을 분석하여 정부정책 중 디자인 지원규모 대비 효과성이 저하된 디자인기반구축사업 중심의 활성화 방안을 모색하고자 하였다. ’00년부터 ’07년까지 1단계와 2단계로 지원된 디자인혁신센터(DIC) 주관기관의 설문을 통해 분석함으로써 향후 중소기업의 디자인산업육성, 고용창출, 디자인 지원정책 성과의 극대화를 위해 필요한 근거자료를 제공하고자 연구되어졌다. 연구방법은 디자인산업의 현황과 문제점을 분석하고 디자인 R&D 정책에 있어 기관들의 각종 보고서와보도자료, 인터넷을 이용한 국내외 정보 D/B 및 논문과 단행본을 포함한 도서ㆍ출판물 등 문헌조사를 통한 고찰로 진행되어졌다. 이중 설문조사의 결과를 중심으로 빈도분석 및 교차분석, 수정된 잔차분석, 구축장비 성공사례 분석 등을 통해 향후 디자인 R&D 정책 수립에 있어 디자인인프라 구축의 운영방향을 제시하였다. 빈도분석의 경우 구축장비의 활성화 사례에서 가장중요한 요인은 인력구성과 전문성, 기업 및 소비자의수요충족으로 나타났으며, 현재 침체기의 디자인기반구축사업이 디자인산업 육성에 있어 기반이 되어지는 중요한 지원사업으로 정부의 꾸준한 지원과 바람직한 정책수립이 요구됨을 본 연구의 결과로서 예측되어졌다.
Abstract
In April 2011, the government announced the general plan of promoting design industry jointly with the departments concerned. Our design industry is ranked below tenth since 2010 with the stagnation after the economic crisis in 2008 while it was ranked as the 9th place in the world in 2007. Therefore, it contains a main plan for achieving ‘Design Global Top7’ based on the vision and strategies to promote new design industry at the government level.1)As the reasons for the current stagnation of our design industry, there are problems raised in the aspect of demand, supply and government policy. It points out the design investment structure concentrated on major corporations, quantitative expansion of specialized design company/professional labors and small scaled and low effective design support by the government policy. Thus this study aims to find a vitalizing plan centered on the design infra-structure project which had low effectiveness for its design support scale in the government policy through analyzing the current problems of our design industry. By analyzing the survey of Design Innovation Center which had 1st and 2nd support till 2007 from 2000, it aimed to provide the basic data necessary for cultivating design industry by medium/small business, creating jobs and maximizing the results of design support policy. The study methods include the analysis of the current status and problems of design industry and consideration through literature research like books and publication including domestic/foreign data D/B,theses through internet, various reports and press release on design R&D policy. Through frequency analysis, cross-tabulation analysis, residual analysis and analysis on successful cases of the structured equipment focusing on the survey results, it suggested the operating direction of design infrastructure when establishing design R&D policy in the future. In case of frequency analysis, the most important factors in case of vitalizing structured equipment were shown as organizing labor force, professionalism and satisfying demands of companies and consumers. From the study results, it is possible to predict that it is required to have continuous support and advisable policy establishment by the government as an essential support project which can be a basis for promoting the design industry that is now in stagnation.
