부동산 정보화정책의 성공요인에 대한 인식분석:중앙정부와 지방정부 비교

This research aims to understand the factors that have an influence on the effectiveness of each policy in pushing ahead with real estate informationization through analyzing and comparing the awareness of central and local government have. Plus, directions of policy that comply with feature and condition that central and local government have will be suggested here. Decentralization is especially an important axis of national and social paradigm shift. So, studying on dividing central and local government can be considered to indicate significant meaning as local informationization of real estate is getting important today. Followings are the results that were obtained from an empirical analysis through structural equation model. Firstly, user-based approach, budget compilation and execution in central government and user-based approach in local government respectively turned out to be the factors that had an influence on the effectiveness of outcome as a result of successful real estate policy. Secondly, the leadership factor turned out to have a plus and policy evaluation turned out to have a minus influence on effectiveness respectively. Thirdly, technical capability and application factors turned out to have a plus effect on efficiency meanwhile budget compilation and execution factors did the same thing on effectiveness respectively in local government. Leadership factor especially turned out to have a minus influence on effectiveness. Lastly, efficiency of real estimate informationization policy in both central and local government turned out to have a meaningful influence on effectiveness. So, I truly hope that this research can become a practical reference which can select an efficient real estate informationization policy, and also invigoration of detailed studies in accordance with the features that central and government have can be followed.
