외국의 다문화교육의 동향 분석 -이주민의 인권과 관련하여-

초록
이 논문은 우리와 비슷한 상황에서 다문화사회로 진행되었던 외국의 다문화교육의 동향을 고찰하고, 그에 기초하여 우리나라 다문화교육의 방향을 제시하고자 한다. 프랑스, 독일, 일본은 초기에 동화주의 관점에서 다문화교육을 실시하다가 최근에 관점을 전환하여 상호이해교육이나 공생교육을 추진하고 있다. 하지만 그것은 인권의 관점에서 소수민 권리, 자기 결정권, 문화권을 기본적 인권으로 인정하지 못했고, 자문화중심주의 관점에서 이주민이 고유한 언어, 종교, 문화 등을 버리고 주류 집단의 언어와 문화에 동화되도록 강요하는 한계를 지녔다. 이런 고찰의 결과와 논의에 기초하여 우리나라 다문화교육이 지향해야 할 방향을 제시하면 다음과같다. 다문화교육의 기본 방향은 동화주의에서 벗어나서 다문화주의 관점에서 접근하고, 이주민의 평등권, 소수민 권리, 문화권 등에 대하여 인권교육을 강화해야 한다. 다문화교육의 대상을 한국인 일반으로 확대하고, 다문화교육의 내용을 다양한 이주민의 언어와 문화를 인정하는 다중언어교육과 인권교육으로 확대하고, 외국인 이주민과 자녀의 취업과 승진 등에서 차별없이 평등한 대우를 받을 수 있는정책과 제도를 마련해야 한다.
Abstract
This paper aims to study on the trends of multicultural education in a foreign country-France,Germany, Japan and proposes the directions of multicultural education in korea. That countries carried out multicultural education from the assimilationism in its early stages. But they carry forward recently intercultural education, or education of commensalism. But they do not recognize minority rights, right to self-determination, cultural rights as human rights of immigrants. They force new immigrants to abandon a language, religion and culture peculiar to them from the ethnocentrism and force immigrants to assimilate a language and the cultures of the mainstream group. On the basis of this researches, I propose the directions of multicultural education in our country. We make an approach to multicultural education from the multiculturalism and reinforce human rights education about minority rights, right to self-determination, cultural rights of immigrants. We expand an object of multicultural education into all koreans and establish a system of equal employment of the immigrants and their children.
