AHP와 퍼지 AHP를 이용한 국가별 FTA에 따른 산업부문의 상대적 중요도

초록
우리나라 정부는 경제영토를 넓히고 세계시장에서 가격우위를 선점하기 위해 모든 국가들과 FTA를 추진하고 있다. 이러한 정부의 태도에 적지 않은 사람들의 우려를 자아내고 있는데, 그 중에서도 미국, 중국, 일본, EU와의 FTA는 국민들의 초미의 관심사가 되고 있다. 또한 희망적인 전망으로 초지일관하는 정부도 농업, 축산업, 수산업, 중소기업, 서비스부문 등에서 어느 정도의 손실은 피할 수 없다는 점을 숨기지 않고 있다. FTA가 미치는 영향에 대해 많은 연구가 이루어지고 있으나, 이들의 예측이 시간이 흐르면서 수시로 바뀌는 등 신뢰감을 주지 못하고 있다. 이에 본고는 경상계열 교수들이 FTA에 대한 평가를 통해 자유무역협정이 미치는 영향에 대해 살펴본다. 한⋅미, 한⋅중, 한⋅일, 한⋅EU FTA 4개에 대해 농업, 수산업, 축산업, 중소기업, 서비스부문이 받는 영향의 크기순위를 분석하기 위해 AHP기법과 이를 보완한 퍼지 AHP기법을 이용한다. 이러한 분석을 통해 한⋅중 FTA, 한⋅미 FTA, 한⋅일 FTA, 한⋅EU FTA 순서로 중요도가 낮아지며, 한⋅중 FTA와 한⋅미 FTA에서는 농업과 축산업이, 한⋅일 FTA에서는 중소기업이, 한⋅EU FTA에서는 축산업과 중소기업이 가장 큰 중요도를 갖는다는 것을 보인다.
Abstract
There has been relatively abundant academic research undertaken on FTA(Free Trade Agreement). Recent studies have focused on the merit and the demerit related with the FTA. However, there has been no agreement about the effect of FTA on the economy. Some studies have aimed at calculating the FTA effect quantitatively using econometric techniques including CGE. There are, however, very few related with the qualitative analysis such as professionals’ perception about the FTA. This paper, hence, aims at evaluating the relative importance of the FTA and industrial sectors using Analytic Hierarchy Process(AHP) methodology and Fuzzy AHP as analytical tool. The former is to select the best one among the proposed alternatives by identifying the priority of each element, while the latter approach reflects the vagueness of human thoughts and perceptions effectively as making pairwise comparisons of criteria and alternatives. The result shows that the FTA with China, which has not been concluded yet, is the most important of four FTA’s, followed by Korea-US FTA in upper formation elements(Level 1). In the lower formation elements(Level 2) agriculture and livestock are the highest ranked item in FTA with China and US, while small business and service sectors are located on higher rank in FTA with Japan and EU.
