주권개념의 변환을 위한 시론

It is often understood that sovereignty is an absolute power and that of course, nation state has it. But the concept of sovereignty itself was invented at certain times and on specific purpose so that sovereignty can be articulated in various ways. In pre-modern society, the king had sovereignty but since after modern times, by constitutional law, it has been declared that people have sovereignty. However in reality, people do not exercise sovereignty except when they vote. The representatives take the responsibility of doing sovereignty in place of people and several powerful persons wield sovereign power. In this paper, I want to try to transform the concept of sovereignty from that of nation state based territory to that of citizen's lives. And for which I focus on sovereignty that comes from bodies of ordinary equal citizens, especially of weak or vulnerable people and that is still live and sometimes express itself under the representation system. Further, I would like to see the community that people make and that is not founded under the principle of inclusion/exclusion but open and that though does not have the name of community but in which common sovereign lives are performed. So, I imagine the figures of which sovereignty evolves beyond the frame of nation state, and treats other beings without fear and with hospitality.
