A Case Study on Construction of Performance Evaluation and Pay-for Performance System in Public Organization

This research attempts to examine how organizational characteristics and environmental characteristics of public organization influence adoption and application of the performance evaluation system and pay-for-performance system. In doing so, internal documents and interviews with personnel managers in KAMCO were analyzed and the adoption of system can be divided into three phases. In the process of examining each phase, it was revealed that the factors contributing to the success of establishing institutions were internal circumstances of the organization, active behavior of leaders and managers, strategies that foster ‘member receptivity’, and positive utilization of new organizational cultures. Particularly, the unceasing efforts to apply managerial techniques of the private sector to the public sector suggest that a due-process metaphor is an important factor in public sector’s management of personnel affairs. These preliminary findings present evidence to support that distinctions of the public and private sectors in human resource management can be converged by managerial efforts.
