교육자치기관장 선출제도 국제비교연구: 지방교육자치이념의 구현정도를 중심으로

The success and failure of local educational autonomy are highly influenced by how to select superintendent who take responsibility of educational administration. Recently, many criticism and alternatives have been raised on Korean superintendent selection system. In this regard, the purpose of this study is to conduct a comparative analysis of the educational superintendent selection system in Korea with those in three developed countries (U.S.A., U.K., and Japan) using the levels of educational autonomy realization as an analytical framework (local decentralization, educational autonomy, professionalism, local resident representativeness, political neutrality, efficiency). The result showed the overall trend of the selecting a superintendent was appointment system and is emphasizing the close articulation between independent local government and educational government agencies. The result also indicated local decentralization and superintendent's professionalism were very high and local resident representativeness was also high. However, the autonomy of educational administration and political neutrality were relatively low. Korean superintendent selection system turned out to have many strengths but low efficiency was considered a problem. As a result, instead of complete system reform, the practical solution to selection system in Korea is to minimize problem and side effect caused by inefficiency, and strengthen the level of articulation between local autonomy and educational autonomy.
