선진국의 정년제도 변화 고찰과 중고령 인력의 활용방안

The Change of Retirement System in Industrialized Countries and Utilization of Aged Workforce in Korea

The purpose of this study was to explore the effective ways of utilizing the aged workers in the era of shortage of workforce due to the aging society, low fertility, and leaving the workplace of baby- boomers(birth of year in 1955-1964) in Korea. I reviewed theoretical backgrounds, the three issues of extension in retirement system and compared the changing trends of retirement system in major industrialized countries(UK, Germany, USA and Japan). I suggested three ways for utilizing the aged workers from the experience of the above countries. First, positive, negative and escaping ways were proposed tailoring with firm and industry's context. Second, each functional(staffing, working types, transfer, compensation, and out-placement) ways of human resource management were proposed. Third, labor flexibility based ways were suggested. In conclusion, it is required for enterprise to approach from cost (economic efficiency) perspective to investment perspective by valuing the human assets of aged workers. Also employment stability of them should be emphasized for social responsibility of enterprise as a good company citizen.
