정부 보조금 지원방식별 실업자 직업훈련의 성과 분석

The purpose of the study was to analyze the performance of training for the unemployed by the types of the subsidization payment system: provider-oriented payment system vs. customer-oriented payment system. Pubic training system for the unemployed was originally set by the provider-oriented payment system, which means the government has been spending the subsidy to training institutions that provide the training service to the unemployment. Recently, the government was changing the payment system with the customer-oriented system, which means the unemployed has rights to pay their own training fee as the service recipients. We explored what types of the subsidy payment system have impacted on the unemployed's re-employment and what factors have influenced these results by the types of payment system. The results were as follow. The provider-oriented payment system has outperformed the customer-oriented payment system in terms of employment rates, early employment rate, and the acquisition of professional certificates. Also, the influential factors impacting the performance of the unemployed were different by the types. That means, it is not conclusive that the provider-oriented payment system has been superior to the customer-oriented payment system due to the training cost per capita, training institutions, vocational counselling, and training management process. However, we need to examine the various types of training payment system to improve the effectiveness and efficiency of the public payment system.
