Applying different rules to different means of communication media may be called 'vertical regulation'. Vertical regulation results in the situation where the same kind of services that are provided by different means of communication are subject to different laws. There is a growing consensus that the same regulation should be applied to the same kind of services irrespective of the means of delivery of the services. This may be called 'horizontal regulation'. The application of the principle of horizontal regulation to Internet-based services however requires some caution. Traditional services transformed over the Internet do not necessarily require the application of old regulation plus Internet specific regulation. The principle of horizontal regulation in the Internet environment implicates minimum intervention from the regulator. In addition, the horizontal regulation is a flexible regulation which can coexist with, but rationalize the old silo style of vertical regulation.
