부패방지법의 문제점과 개선방안

The purpose of this study is to ascertain several problems and to improve of anti-corrupt law. The current anti-corrupt law revised in 2008 is the outcome of a calling for the establishment and operation of the anti-corruption and civil rights commission. Nevertheless we must establish new anti-corrupt law to assure real protection of people’s basic rights, creation of transparent public service and efficiently regulating corruption, because the corruption does not decrease. Analysis of act on anti-corruption show that the current anti-corrupt system is at variance with the reality and that the protection of internal informant is inadequate to the effective report. The important finding of this research are following. First, independent and special anti-corrupt organization is required. Second, integration with act on ethics of public officials is required. Third, intensive protection of internal informant is required.
