미국 시간제 근로의 특성과 여성고용에의 함의

한국 정부는 여성 경제활동참가율 제고를 위해 시간제 근로를 장려하고 있다. 한국이 시간제 비중이 낮은 것은 사실이지만, 단순히 시간제 근로를 확대하는 것만으로 여성 경제활동참가율이 높아질 지는 면밀히 고찰해 봐야 한다. 이런 맥락에서 외국의 시간제 근로의 특징을 살펴보고 함의를 도출하는 것은 매우 필요한 작업이다. 이 글은 한국에 상대적으로 알려지지 않았던 미국의 시간제 근로의 특성 분석을 통해 미국 근로자들의 노동시간 선택이 임금수준의 변동, 사회급여 접근성, 차별최소화 규제정책 부재 등과 긴밀히 연결되어 있음을 설명한다. 소득계층별로 불평등하게 나타나는 미국 내의 임금성장이 저임금계층의 장시간 근무 혹은 여러 일자리 동시 취업을 강요하고 있으며, 고용주 제공 사회급여를 받기 위해서 노동자들은 근로시간 선택권이 없다. 최근의 시간제 근로는 비자발적 시간제를 중심으로 대부분 노동수요측의 요인에 의해 추동되었으며, 주로 노동시장 입직단계나 퇴직단계에서 소극적으로 선택되고 있다. 시간제 근로자의 불리한 노동시장 지위로 인해 다른 OECD 국가와 달리 미국의 시간제는 최근 감소하고 있다. 노동공급측의 선호가 반영되어야만 시간제 근로, 특히 여성의 시간제 근로가 활성화될 수 있음을 알 수 있다. 한국의 시간제 근로는 근로자의 선호와 생애주기를 고려하여 확대되어야 하며, 적절한 보호장치를 마련하고 남-녀 간 혹은 근로자 간 차이를 벌리지 않는 방향을 취해야 한다. 시간제 근로의 확대뿐만 아니라 자발성 여부, 전일제 근로로의 전환가능성 등이 세밀하게 연구되어 질 좋은 일자리에 필요한 요인을 확인하고 정책에 반영해야 할 것이다.
Abstract
Part-time work is becoming more important in many countries as the labor market participation of married women has risen. This paper analyzed the characteristics of the U.S. part-time work considering trend, distribution, composition and within-group differences as well as the intertwined relationships among wage changes, access to social benefits, and regulation measures. Relatively little attention has been paid to the U.S. case so far. Currently, U.S. workers work more hours on average than any other countries. The part-time jobs in the U.S. are less likely to have access to employer-provided benefits nor well protected by federal regulations. Only involuntary part-time work increased driven by the demand-side factors. This has been supported by the fact that the U.S. is an unique case with an overall low share of part-time employment in recent 20 years and that the growth occurred when unemployment rates were high. Both federal and state-level regulatory measures for part-timers are needed for improving the quality of part-time jobs, otherwise two-track development of good versus bad part-time jobs will be unavoidable in the United States.
