Land expropriation means Governments compulsorily shitting the title to the land for public interest and offering certain compensation in return. The system of land expropriation consists of the purpose, limits of authority, procedures of land expropriation, as well as objects and methods of compensation and placement. Land expropriation is widely exists all around the world. It is named expropriation of the title to the land in German, land expropriation in France, expropriation or collection in Japan. Though the names differ, they all involve such characteristics: compulsory, compensatory and lawful. In China, the system of land expropriation generally consists of two parts: the country compulsorily expropriates collective land, and then compensates the collective economic organization and its members. The nature of land expropriation in Chinese academic circles is still controversial in academia. The understanding of how collective-owned land belongs to the collective also varies. Therefore, land expropriation brings lots of conflicts in reality, which influences the standard, scope and distribution of the compensation. Improving the system of land expropriation has become the key to social development. In order to China's development of harmonious society，we must make far-reaching land expropriation system reform, especially focus on the compensation and placement, improvement the standard of compensation, involvement the peasants who lose their land into urban social security system, for the long-term security of life.
