社会管理创新中的执法政策及其法治建设 －以公安部治理酒驾的“四个一律”为例－

The Policy against drunk driving put forward by the Ministry of Public Security in a videophone conference, combining with the law on road traffic safety and other relative regulations, is becoming the legal basis of the activity of concentrating on the control of drunk driving. Enforcement policy, as a kind of administrative measurement standard commonly seen in administrative practice and reflecting the administrative ecology, composes the system of rules with traditional administrative law, which differ in forms but complete in functions. Enforcement policy is a very important phenomenon in the rule of administrative law, which should be studied on theory and constructed on the basis of legalization.
