지역사회복지를 위한 사회복지조례의 역할과 과제 －경기도 지역의 사회복지조례 입법 현황과 평가－

Social welfare action is based on regional character and historicity so, it is not applied the whole country in the same way but is applied in a different way by regional and cultural character. Therefore Social welfare is acknowledged as the most representative and the most important original task of local government. In this paper I intend to search, for community welfare activation, what role ordinance of local government should do and in actually how it fulfill its function. In this paper I analyzed all local government in Gyunggi-do. After this analysis I could understand some characters as follows. First, the bigger the city is, the better the ordinance of that city development for example Suwon, Anyang, Yongin, Goyang etc. these cities are so. What is interesting is that some small cities of that financial condition is poor but social welfare ordinance is activated considerably for example Yangpyung, Yunchun are so. Second, while independent ordinance reflect regional character of the community as it is, similar ordinances are finded in other local government. Because if a ordinance is legislated and put into forced successfully in a city, neighbouring other local governments study this immediately and legislate similar ordinance, that is explained as so called “institutional theory”. By “institutional theory”, a organization accept institutionalized regulation that is the source of legitimacy for its survival, in process of institutional regulation acception, accept successful institution of other organization. Third, the ordinance that is reflected each regional character is activated, for example the ordinance related basic living guarantee is activated in Sungam, Buchun, and the ordinance related juvenile protection is activated in Dongduchun, Pyungtaek, and and the ordinance related welfare service for the aged is activated in Yangpyung,Yunchun and so on.
