질적 연구방법을 이용한 취업성공패키지 지원사업의 성과 평가

This study evaluates the performance of Employment Success Package program to promote the reemployment of the working poor using qualitative approach based on in-depth interviews with program participants. Although most participants are satified with the program, many a participants are doubtful whether the program helped their reemployment. Particularly the effects of vocational training was problematic because of weak linkage between training course and job opportunity in the labor market, low quality of training course, etc. Gross reemployment rate also reflects deadweight loss and other factors that are not related with the program. Policy measures to improve the performace of Employment Success Package programs are as follows: To strengthen the linkage between labor market information and training course offerings; To enhance the monitoring and regulation of training institutions and training courses; To make the overall management of the program flexible reflecting the characteristics of participants; To build continuous relationship between personal advisor and participants beyond the program and to provide follow-up service; To give the personal advisor in public Employment Center the responsibility of primary case manager in the provision of employment services using multiple resources including public,non-profit, and private service agencies.
