The use of illegal drugs generates a wide range of social harms, which may vary in different ways and be affected in different ways according to the mix of policy interventions. There are three existing indexes with drug problems. Purpose of the UNODC Illicit Drug Index(IDI) is to compare countries or regions. That is to say to establish a single, standard and comparable measure of a country’s overall drug problem. The UK Drug Harm Index has a purpose to monitor the progress of UK Drug Strategy over time. It comprises three parts of drug-related crime, community problems, and health harms. The DHI is an analytical tool that can be used to monitor the success of the Drug Strategy policies in reducing harms. It is therefore an index indicating change over time, rather than an estimate of the absolute level of harm at any one time. The Australian Federal Police(AFP) have been developing a ‘Drug Harm Index’ over a number of years. The purpose of AFP Index is to assess the value to the Australian community of drug seized by the AFP. It represents the dollar value of harm that would have ensued had the seized drugs reached the community. Those Indexes developed to monitor change over time can be used in a reasonably straightforward manner. An Index can be used to compare different policy options. And it appears that an Index can be usefully applied to examine policy outcomes. The purpose of an Index will determine the methological approach. Academic or social agreement on outcomes with use and consequences is needed. Undoubtedly, well-constructed Index that can be used to compare countries, monitor progress, compare policy options is a valuable.
