1. CONTENTS (1) RESEARCH OBJECTIVES In this paper, the status and problem so lowest bid system after analysis expert interviews, literature survey, the survey system to evolve through the lowest bid proposal is for a direction. (2) RESEARCH METHOD In this study, literature research andsurveys,expertinterviewshave been made throughout. (3) RESEARCH FINDINGS Low bid contract system and the illegal construction in the deficit is concerned about the profitability of construction companies and local small weakness, lack of low-cost review functions, the problem is reckless Tender Price. 2. RESULTS Successful bid rate through legislation to revise the reason for the rise and construction companies forbid the granting of the savings, guaranteed volume of orders for small construction companies, PQ system is required for segmentation of the judging criteria.
