산업연관분석을 이용한 세포응용연구 사업의 국민경제적 파급효과 분석에 관한 연구

초록
세계 의학기술의 급속한 발달로 줄기세포를 이용한 난치병 치료에 관심이 집중되면서 정부와 민간 공동협력으로 세포응용연구 사업단 발족되어 연구가 진행되고 있다. 연구 결과가 가시적 성과를 보이는 분야도 있지만 성과는 장기적이고 누적적으로 나타날 것으로 예측된다. 따라서 본 연구는 산업연관분석을 이용한 세포응용연구사업의 경제적 파급효과 분석을 통해 세포연구사업의 중요성을 규명하고 향후 연구투자에 대한 당위성 여부를 분석하였다. 분석결과 세포응용연구사업 추진에 따른 생산유발효과인 생산유발금액은 363,621백만원으로 투자금액보다 약 2.7배 이상 높았으며 부가가치유발금액도 1,201,081백만원으로 매우 높게 나타났다. 그리고 고용유발효과는 연구사업자체에서 취업 94.5명, 고용 88.1명 등 전 산업에서 20,436명의 고용을 유발하는 것으로 나타났다. 또한 전후방연쇄효과는 영향력계수가 0.3791, 감응도계수 0.9085로 전방연쇄효과가 상대적으로 높아 연구 성과물을 중간재로 사용하는 관련 산업에 미치는 영향이 큰 것으로 나타났다. 분석결과를 종합해 볼 때 세포응용연구사업의 성과가 국내외 의료산업 및 국민경제에 전반에 미치는 경제적 파급효과가 매우 큰 것으로 분석됨으로서 투자의 당위성규명 되었고 미래 성장 기반산업으로서 육성가치가 확인 되었다. 따라서 세포응용연구 사업을 국가의 성장 및 기반산업으로 활성화하기 위한 정부차원의 연구지원 투자 강화와 연구 성과의 효율적 관리체계 구축이 필요한 것으로 사료된다.
Abstract
Interest is concentrated in treating incurable disease that use stem cell by rapid development of a medicine technology, cell applications research project team is started by public private partnership, research is proceeding. The research performance is forecasted that appear in the long term and accumulatively. The result of economic impacts analysis using the Input-Output, the production induction amount appeared in 363,621million won, and this more 2.7times than investment amount. The addend value induction amount appeared too high in 1,201,081 million won. Also, by employment effect induce get a job 94.5 people, employment 88.1 people in project team, and drew a 20,436 employments in all industry. On the forward-backward linkage effect, forward linkage effect is great then backward by impact factor is 0.3791 and index of the sensitivity of dispersion is 0.9085. Like this, Cell applications research outcome was appeared that economic impacts on national economic is very great. Therefore, it is estimated to need governmental persistent support for strengthening competitiveness about research project. In addition, need efficient administration system construction of research performance for establish of status as medical advanced country, building the foundations of medical service, cure of incurable disease through activation of cell applications research project.
