인터넷규범 재정립을 위한 시론적 제언

Legal norms and system are a kind of standard and tool which resolves a conflict and rectifies distortion and contradiction of our society. However, legal norms and system are not the only and best way to resolve adverse effect and conflict of our society, which may not be far different in the Internet world. At last, if many persons indicate that legal norms which have ruled our society revealed many limits today, all the members of our society should think again that legal norms and system should be used as more complementary and supplementary tool in controlling the Internet world. In this respect, the discussion about the Internet nors which have recently received attention begins to show a considerably significant issue at this time of Korea which has experienced the Internet for just ten years. That is, there are several tasks resting upon our society, such as a model of Internet norms desirable to us, a reflection on why we have failed to make it settled in our society and how we should do to overcome these problems. But, the members of Internet world will solve such problems. We must take it as our starting point that we have a will to set Internet norms so that an irrational and contradictory social aspect may not be reflected on the Internet and perceive our qualification. Participation and public opinion, one of the important inherent values of Internet, shall be able to give out light more brightly in this process, and regulations of legal system should change its direction in order to increase acceptability of social members in more supportive and formative aspects.
