학교체육진흥법 추진환경 정비방안

The purpose of this study is to examine and supplement the School Sports Development Law and propose guidelines for the implementation of the legislation. This study proposes that firstly, although school sports promotion policies are stated in the law, for the secure establishment and execution of the 5 year school sports promotion plan, the Ministry of Education, Science and Technology should form a department for school sports promotion, in addition to receiving support from the Ministry of Culture, Sports and Tourism. Moreover, by taking the viewpoint of students, not the school, the school sports policies should be managed not only by the Ministry of Education, Science and Technology, city and provincial education offices and schools, but also by the Ministry of Culture, Sports and Tourism, metropolitan council/ district offices, sport-for-all organizations and private businesses etc. Secondly, as the organization promoting school sports, the Committee for the Promotion of School Sports should be promoted to be part of the prime minister's office. Additionally, while the establishment of the Institution for the Promotion of School Sports should be the role of the Ministry of Education, Science and Technology, the Korea Institute of Sport Science, which is affiliated with the Ministry of Culture, Sports and Tourism, should be expanded and provide further support by conducting research concerning policies on the promotion of school sports. Finally, the necessary workforce should be secured through additional placements of sports instructors, sports volunteers and local sports workforce. Moreover, a special fund needs to be established to secure financial resources for the promotion of school sports.
