정보사회의 권력관계와 대항권력의 형성: '나는 꼼수다'를 사례로

본 논문은 시공간적 차원을 고려하여 정보사회의 권력관계를 분석하고 이를 통해 정보사회에서 시민들이 어떻게 국가권력을 효과적으로 견제하기 위한 대항권력을 형성할 수 있는지를 밝히는데 그 목적이 있다. 역사적으로 국가는 정보수집과 생성, 확산수단을 독점하였으나, 정보사회에서 정보와 지식의 개념이 바뀌고 정보기술이 발전하면서 코드와 소프트웨어를 생산하고 활용하는 기업이 기존에 국가가 지닌 정보수집 및 생성, 확산수단을 더 이상 독점할 수 없게 함으로써 기존의 권력구도에 변화가 발생한다. 실제로 정보사회를 구성하는 국가와 기업, 시민과 같은 각각의 행위자는 위와 같은 변화 속에서 서로 다른 수단을 통해 상대방을 견제하면서 권력관계를 구축하며, 개별 행위자들 간 협력을 통해 특정 지배 권력에 대한 대항권력을 형성한다. 특히 국가에 대한 견제에 있어서 기술-법적규제의 시차나 지리적 스케일에 따른 권력의 공간적 한계와 같은 시공간적 측면은 권력의 행사와 견제에 있어 매우 중요한 역할을 담당한다. 최근의 팟캐스트 방송 ‘나는 꼼수다’는 이러한 정보사회의 권력관계 변화를 시공간적 측면에서 잘 드러내주는 사례이다. 본 연구는 기존의 개별 행위자에 대한 정태적인 정보사회 권력관계 분석을 시공간적 차원에서 파악하고 이들 간의 협력과 상호작용이라는 틀 속에서 분석하려는 시도로서 그 의의가 있다.
Abstract
The aim of this paper is to show the power relationship in information society and the possibility of citizens’ resistance against the state power through spatial and temporal perspective. Given the state, firms, and citizens as agents in information society, there is the strained relationship among them which are using different means to exercise and maintain their power. In addition, a specific agent can be more effectively controlled through cooperation between the rest of agents. Especially, spatio-temporal aspects such as technology-law time-lag or geographical scale reveal that states or firms cannot control the whole space and time and therefore the citizens can make the resistance against the states power or codes of firms. Through the case study of “I’m a Petty-Minded Creep”, one of audio Pot-cast contents, we confirm that these spatio-temporal aspects actually play an important role to form the citizens’ resistance against the state power. We also have to notice the fact that the popularization of smart-phone and social network service(SNS) can unify the citizens by having the public pay more attention to political issues. Overall, the results show that the power relation in information society is very dynamic and continuously changing.
