자유무역협정(FTA) 체결은 글로벌 경영환경을 변화시키고 있으며, 특히 무역뿐 아니라. 해외직접투자(FDI)에 있어서도 중요한 영향을 미치고 있다. 한국의 해외직접투자는 외환위기 이후, 많은 성장을 이루었으나, 여전히 유사 경제규모의 국가들과 비교하여 현저히 낮은 성과를 보이고 있으며, 세계적 경제위기 등의 영향으로 최근 정체상태를 보이고 있다. 이런 상황에서 FTA는 투자유치를 활성화할 수 있는 중요한 도구로 활용될 수 있으며, 한국기업의 해외진출을 증진시킬 수 있는 주요 수단도 될 수 있다. 그러나 여러 경제권역과의 양자간 FTA 체결은 각각 FTA의 체결조항이 다양하고 체결국의 경제규모, 발전단계, 조건 등이 달라 협약체결에 따른 FDI의 효과가 복잡하게 나타나고 있다. 이러한 제반 현상을 토대로 본 연구에서는 FTA를 활용하여 한국기업의 OFDI(Outbound FDI)를 활성화할 수 있는 전략수립에 초점을 두었다. 본 논문에서는 먼저 기존의 FTA와 FDI에 대한 관련 문헌조사를 통해 FTA가 FDI에 미치는 영향을 고찰하였다. 이어서, 한국의 현 상황에서 FTA를 통해 해외투자를 활성화할 수 있는 방안을 다각적 측면에서 검토하여 OFDI 전략수립을 위한 종합모델을 개발하였다. 그 다음으로 지역별 전략을 도출했으며, 끝으로 한국기업과 외국기업을 대상으로 관련 설문조사(Survey)를 실시하였다. 결론부문에서는 이러한 전략에 따른 정책적 시사점도 제시했다.
Abstract
The conclusion of multiple FTAs (free trade agreements) around the world has changed the global environment and affected not only trade but also FDI (foreign direct investment) significantly. While Korea's FDI flow has increased dramatically since the IMF crisis, its size has remained at a standstill in recent years. Until now, the sum of Korea’s FDI flow has been smaller than those of countries of a similar economic stature. Under such conditions, FTAs can be used as an important tool for increasing the FDI flow and may serve as a method of stimulating Korean companies' OFDI (outbound foreign direct investment). However, the FTAs signed among many countries may show complex performances according to the respective countries’ different economic conditions, economic size, FTA conditions and so forth. Based on the above discussion, the goal of this study is to determine suitable OFDI strategies for Korea through FTAs. This research will consist of an investigation of the relevant references which explain the relationship between FTAs and FDI, followed by the establishment of a general OFDI strategic model. Next, various regional OFDI strategies and empirical analyses will be presented. Finally, a conclusion and certain policy implications will be presented.
