건설현장관리자의 윤리적 의사결정에 관한 연구

초록
본 연구는 건설산업의 윤리적 특성을 확인하고 윤리적 행동을 결정하는 윤리적 의사결정에 대한 선행요인들을 분석함으로써, 건설기업에는 기업 내 윤리경영 추진의 방향성을 제시하고 정책당국에는 건설산업의 윤리적 행동을 유도할 수 있는 정책의 운영방향에 대해 제시하고자 수행되었다. 이와 같은 목적을 달성하기 위해 본 연구는 건설현장관리자의 ‘윤리적 의사결정’을 결정하는 요소를 확인하기 위해 기존 윤리적 의사결정에 관한 연구들을 통하여 선행요인을 개인적 요인으로서 ‘도덕적 강도’와 조직적 요인으로서 ‘기업윤리’, ‘윤리적 풍토’를 통하여 분석하고자 한다. 또한 본 연구는 개인과 조직적 요인이 복합적으로 작용하는 상황요인으로서 ‘윤리적 풍토’의 조절영향을 분석한다. 특히, 건설산업 내에서 윤리적 이슈가 집중되고, 윤리적 의사결정의 파급영향이 큰 건설현장을 대상으로 하고 있으며, 현장의 다양한 윤리적 이슈의 의사결정권을 가지고 있는 건설현장관리자를 대상으로 하였다. 연구 결과는 다음과 같다. 첫째로 기업에 대한 윤리적 지각보다는 윤리경영시스템이 건설현장관리자들의 윤리적 의사결정에 정(+)의 유의한 영향을 미치는 것으로 나타났고, 둘째로 도덕적 강도의 하위영역인 결과의 중대성과 사회적 압력이 윤리적 의사결정 의도에 정(+)의 영향을 미치고 있다. 셋째로 윤리적 풍토가 윤리적 의사결정에 미치는 영향을 분석한 결과, 규정 및 절차형 풍토만이 유의한 정(+)의 영향을 주는 것으로 나타났으며, 넷째로 윤리적 풍토의 조절효과를 검증한 결과, 기업윤리의식이 윤리적 의사결정에 미치는 영향에 있어 규정 및 절차형 윤리적 풍토가 그리고 결과의 중대성이 윤리적 의사결정에 미치는 영향에 있어 이기주의적 풍토가 조절효과를 갖는 것으로 나타났다. 이를 통하여 건설현장관리자들은 소속회사의 윤리경영시스템을 법규나 규정으로 인식하고 있다는 것을 확인할 수 있었고, 건설현장관리자는 건설현장프로젝트가 가지는 결과의 중대성과 사회적 압력을 높게 지각할수록 윤리적 행동을 촉진하는 바, 기업은 교육 등 제도적 장치를 통해 건설프로젝트가 가지는 사회, 경제적 파급영향에 대해 의식향상을 유도하고, 정부 및 발주기관에서는 법규나 제도에 의해 강제화하기보다는 윤리적 의식교육 및 시스템에 대한 인센티브를 부여할 필요성이 있다. 또한, 건설현장관리자들은 소속회사의 윤리적인 측면에서 규정 및 절차들이 엄격할수록 윤리적 의사결정을 할 가능성이 높은 바, 현장의 제반 업무절차 및 규정들을 보다 강화할 필요가 있고, 윤리적 딜레마를 조직 차원에서 해석한다는 것을 알 수 있으며, 이기주의적 윤리풍토는 비윤리적 의사결정을 촉진한다고 할 수 있다.
Abstract
The objective of this study is to examine the ethical characteristics and determinant factors for the ethical behaviors of construction managers. The construction industry in Korea has been considered as a representative industry of depravity and irrationality. This paper emphasizes that there are moral intensity, which is an individual variable, business ethics, and ethical climate, which are organizational variables among key variables affecting the ethical decision making. By analyzing the samples collected from the managers in major construction sites, the results are summarized as follows;Firstly, perceived moral intensity(magnitude of consequence and social pressure) and ethical management system have positive and significant effects on the ethical decision making intent. Secondly, only the “rule and procedure” type of ethical climate among the four different types of ethical climates have a positive and significant effect on the ethical decision making intent. Thirdly, the “ego-centered” and “rule and procedure” types of ethical climate have significant effects on the relationship between corporate ethics and the ethical decision making. These results supported the theoretical model and practical implications are as follows ;The ethical management system and magnitude of consequence of perceived moral intensity are found to be the most important factors affecting ethical decision making to the managers in construction sites. Therefore, construction firms should establish a substantial and effective ethical management system, and must focus on the consequence of construction projects to the managers in construction sites. Also, construction companies do need to develop ethical training programs for the construction managers, and to monitor the effectiveness of the moral education and ethical training programs.
