신약개발 역량 향상을 위한 효율적인 중개연구 실행방안 연구

초록
자유무역협정의 체결로 우리나라는 미국, 유럽의 세계적 제약기업들과 시장경쟁이 불가피하게 되었다. 이로 인해 글로벌 시장에서 통용할 만한 혁신신약 개발에 대한 국가적 관심이 증대되고 있다. 그러나 우리나라는 혁신신약 개발경험, 전문 인력, 노하우, 예산 등의 측면에서 신약개발 선진국과 경쟁하기에 미흡한 수준이다. 신약개발은 대표적인 과학기반 산업이며 성공적인 신약개발에는 치료 효능과 안전성이 높은 신약후보물질 발굴이 매우 중요하다. 이러한 배경에서 최근 기초연구 성과에서 약효물질을 찾아내고 이를 임상시험에 적용하도록 ‘기초연구와 임상 적용간의 교량역할’을 하는 ‘중개연구(translational research)’에 대한 관심이 높아지고 있다. 본 연구는 상대적으로 미흡한 우리의 신약개발 역량 향상을 목적으로 하는 효율적인 중개연구 실행 방안 수립을 위해 우선순위로 고려해야할 요인들을 실증적으로 제시하고자 하였다. 특히 미국, 유럽 등에 비해 기술력, R&D 규모, 세계적 제약기업의 보유, 네트워크 역량 등에서 비교열위인 우리의 상황을 고려하여 투자 대비 높은 효용성 확보를 위한 실행 방안 마련에 초점을 두었다. 이를 위해, 선행연구와 전문가 인터뷰를 통해서 기술역량, 인프라, 정부지원, 네트워크 등 4개의 1차 요인과 12개의 2차 요인을 도출하여 계층분석기법(AHP)을 통해 분석하였다. 분석결과, ‘기술역량’이 가장 중요한 항목으로 이어 ‘인프라’가 다음 순으로 나타났다. 본 연구의 분석결과는 우수한 신약후보물질 발굴로서 우리의 신약개발 역량 향상에 직접적으로 기여할 중개연구 실행방안 도출시 유용하게 활용될 수 있을 것으로 본다.
Abstract
As Korea signed on FTA(free trade agreement), it is inevitable for domestics pharmaceutical industries to encounter sever competition with global companies in U.S. and Europe, and Korean government’s interest in innovative drug development enabling to generate competitive commercial value in global market has increased as means to preparation for the competition. Korea, however, is yet insufficient to compete with developed countries in view of experience, professionals, know-how and budget, etc. Drug development is a representative field applying basic science, and successful drug development should precede discovery of a drug candidate with high and proven efficacy. In this context, many experts are growing more interests in translational research that plays a key role as a bridge between basic science and clinical adaptation by facilitating the discovery of novel compounds excavated from basic research and by further studying them to adapt in clinical trials. This study aims to determine priorities to conduct efficient translational research that elevates the competitiveness domestic drug development at the given situations and surroundings in Korea. In particular, this study is focused on identification of action plans to generate high valuable and effective outcomes to investments, addressing the competitive disadvantages of domestic industries, compared to the ones in the U.S. and Europe, in the field of the investment in research and development, current standing of drug discovery technologies and capability and networking activities. First, four critical factors, such as technological competence, infrastructure, government support, network, and 12 secondary factors are extracted from previous studies and professional interview, based on which AHP(analytic hierarchy process) has been conducted. The results of AHP show that technological competence factor is the most important followed by infrastructure. This study will be used to provide useful guidelines for government or relevant organizations to establish a strategy of efficient translational research to generate outstanding drug candidates.
