‘관료주의 프로파간다’ 관점에서 본 교육과학기술부의 사교육비통계 보도자료 분석

This article is purposed to reveal that M.E.S.T. of Korea has used the shadow education expenses press release to legitimatize the assertion that `the shadow education expenses has been decreased' with regard to bureaucratic propaganda. In contrast to the traditional propaganda, the bureaucratic propaganda stresses the fact that the assertion of government has been based on objective facts to legitimatize it. This paper analyzes the press release of the shadow education expenses with what kind of propaganda strategies has been used by M.E.S.T. As a result, this paper reveals that M.E.S.T. has used the bureaucratic propaganda strategies: discarding unfavorable data; false causality; weak inference; misuse of statistics to corroborate the assertion that `the shadow education expenses has been decreased' and it is the result of policy effects implemented by M.E.S.T., while ignoring the evidence that `the shadow education expenses has been increased.'Proceeding from what has been said above, it could be concluded that M.E.S.T. has used bureaucratic propaganda with the press release of the shadow education expenses. To prevent misuse of bureaucratic propaganda, policy researchers should monitor governmental statistics and press release rather than reproducing governmental propaganda.
