범죄발생 추세에 대한 일반인의 인식: 과장된 인식과 자기 편향을 중심으로

이 논문은 범죄문제에 대한 일반인의 인식에서 발견되는 과장된 인식과 자기 편향에 대해 분석하고 있다. 범죄는 일반인이 일상적으로 직접 경험하는 사회현상은 아니지만 일반인들은 범죄문제에 대해 나름대로의 주관적 인식을 가지고 있다. 범죄는 사람들이 회피하고자 하는 부정적인 사회현상인데 이처럼 부정적으로 평가되는 사회현상에 대한 사람들의 주관적 인식은 현상의 객관적 실태를 그대로 반영하지 않을 뿐만 아니라 특정한 방향으로의 편향성을 나타내는 경향이 있다. 일반인을 대상으로 우리나라 전체의 범죄발생 추세를 평가하게 한 결과 공식통계 또는 범죄피해조사 결과와 달리 범죄가 증가하였다는 평가가 우세하였으며 범죄추세를 과장되게 인식하는 경향이 뚜렷하게 나타났다. 우리나라 전체와 살고 있는 동네를 비교해보면 동네의 범죄발생 추세에 대해서는 중립적인 평가가 우세한 반면 우리나라 전체의 범죄발생 추세에 대해서는 부정적인 평가가 우세하여 범죄추세에 대한 일반인의 인식에는 불균형이 존재하는 것을 알 수 있었다. 논문에서는 범죄발생 추세의 평가에서 드러난 이런 특징을 과장된 인식과 자기중심적 편향으로 이해하고, 이에 영향을 미치는 요인을 논의하고 탐색적인 설명을 시도하였다.
Abstract
The study is on the misperception and bias which is found in personal evaluations on crime trends. Though a lay-person seldom experiences crime, he conceives exaggerated perceptions of crime problems. While crime is seen as a negative social problem and man hardly wants to experience it, the personal perception of crime can be characterized as biased to the direction of personal interests. It analyses data for the Korean Crime Victimization Survey in 1999. The KCVS surveyed consecutively the questions which request the respondents to evaluate the crime trends of the nation as a whole and of his own community respectively. The survey results show that neutral evaluations are dominant for the crime trends of his own community while negative evaluations are dominant for the crime trends of the nation as a whole. It suggests that the imbalance between the neutral evaluations for his own community and the negative evaluations for the nation could be seen as a self-serving evaluation bias which is relevant to the attribution bias. It summaries the unique characteristics of the misperception and bias and tries to explain them in the context of experience and expression.
