인도 진출 한국 기업의 사회적 책임 활동: 민주적 거버넌스 관점에서의 평가

초록
인도에서는 특유의 문화적, 정치적 요인들이 영향 하에 정부가 직접 기업의 사회적 책임(Corporate Social Responsibility, CSR)과 관련된 가이드라인을 제정할 정도로 관련 활동이중시되고 있다. 따라서 인도에 진출한 초국적 기업은 기업능력의 강화와 지역사회의 발전을넘어서 본국의 이미지 제고에까지 기여할 수 있는 효과적인 CSR 활동을 모색할 필요가 있다. 이러한 상황 속에서 본 연구는 거버넌스 형성 주체들의 신뢰를 바탕으로 한 거버넌스의 효율적 운영을 강조하는 “민주적 거버넌스(democratic governance)”의 관점이 CSR 활동 방향 모색에 대하여 유용한 함의를 제공해 줄 수 있음에 주목한다. 이에 본 연구는 관계자들의 가치체계 고려, 관련 노력의 정통성 확보 및 제도화라는 민주적 거버넌스의 함의를 토대로 하여이론적 논의틀을 제시한다. 이후 인도에 진출한 대표적 한국기업인 현대자동차와 삼성전자의CSR 활동을 분석하고 이를 논의틀에 입각하여 평가한 뒤, 모니터링 방식 변경의 필요성, 공유가치 창출의 필요성 등을 포함하여, 효과적인 CSR 활동 방향 모색에 기여할 수 있는 실질적 함의를 제시하고자 한다. 한편 본 연구는 기업 사례 분석을 진행하는데 있어서 연구의 신뢰성 확보를 위하여 양 기업 관계자들과의 심층 면담 자료를 적극 활용하였다.
Abstract
In India, corporate social responsibility (CSR) has received wide attention since the 19th century due to its cultural and political factors. Accordingly, transnational firms operating in India need to promote "effective" CSR that can contribute not only to their improvement of corporate ability, but also to the regional development and elevation of national image. In this context, this paper takes notice of important implications on effective ways of CSR that democratic governance perspective offers. Based on this thought, it provides a theoretical analysis framework through a discussion on the core implications of democratic governance, thus, consideration on the actors' value system,acquirement of legitimacy and institutionalization. Then, it analyzes and evaluates Hyundai Motor Company and Samsung Electronics co., ltd. the most well-known Korean firms in India, from a democratic governance perspective. Finally, based on the framework, it suggests useful implications with the research findings, including needs of change of monitoring method, creating shared value,and so on, in CSR process. In-depth interviews with the staffs from both firms were adopted in order to enhance validity and reliability of this paper.
