A Study on the Identification of Risk Factors in the Process of Defense Technology Transfer via Offset Trade

This paper aims to analyze technology transfer via offset trade in light of risk management. Since the introduction of offset trade to Korea, acquiring necessary technology for national defense has been the nation's priority. The technology level of Korea has improved and the gap with highly developed countries has been narrowed that such countries recently tend to avoid technology transfer, which calls into question the effectiveness of the current Korean strategy to focus on acquiring technology. In such a circumstance, identifying risk factors in technology transfer and managing them in advance has a significant impact on successful technology transfer. Unfortunately, however, there have been few studies on this issue from the aspect of risk management. The research process of this paper is as follows. Firstly, total 41 risk factors were identified, based on the precedent case studies in the field of technology transfer via offset trade. Secondly, the 41 risk factors were reduced to 31 risk factors by applying Delphi technique three times, a qualitative method, to 12 experts in public and private sectors involved in offset trade. Finally, 29 risk factors were determined by factor analysis as a quantitative method.
