초록
This thesis is to analyze how the concept of “Economic Democratization” is realized in the Constitutional Articles on economic order by comparing the revised articles of the Constitution on economic order and those of the previous Constitution. The revised articles, especially the parts with modification in each article, will be evaluated from the point of economic policies which needs to be implemented to fulfill the mandates to the State. Except the Article 121, on ‘farmers ownership of farmland’, and the Article 123§5, on the promotion of self-help organizations for farmers and fishermen, and for SMEs, all other articles indicate that the State is obligated to achieve macro-economic goals to fulfill the mandates of the articles. Especially, the stabilization policies are called to be achieved first in the short run, and the economic growth will follow the suit in the long run. Therefore, ‘Economic Democratization through the harmonization of the economic subjects’ needs to prioritize the macro stabilization and economic growth before efficiency and equity or fair trade issues such as the break up conglomerates. Rather the achievement of the macro-economic goals of stabilization and growth would promote to realize the policy goals of efficiency and equity.
