기능적 분업과 연계를 통한 사회적 협의 활성화 : 아일랜드 · 핀란드 사례를 중심으로

The purpose of this study is to explore how to improve Korean social concertation system by investigating Irish and Finish cases. Two countries are evaluated as successful cases where social concertation is institutionalized and sustained. Both countries also share a special characteristics that each organizations dealing with social agenda-making function,social-contracting function, and implementation-checking function are separated but well coordinated. This enables two countries to further organizations' functional specialization and their functional integration. In contrast, Korean social concertation is exclusively handled by Economic and Social Development Commission that monopolizes three functions of social concertation. This Korean system presents serious problems such as the delay of social agenda-making process, the rent-seeking tendency of social actors in social -contracting process, and the inactive implementation of social agreements. Thus, this study suggests that Korea takes an action to specialize and coordinate three functions of social concertation rather than concentrating those functions into one organization, Economic and Social Development Commission.
