국내 대학의 지식재산 효율성 분석: DEA와 Malmquist 생산성 지수의 활용

대학은 응용, 개발 연구를 주로 하는 기업과는 달리 기초 및 선도 연구에 보다 중점을 둔 집단으로, 대학의 지식재산 역량은 원천기술의 확보와 그에 따른 국가 기술경쟁력과도 밀접한 연관성을 지닌다. 대학의 지식재산 역량에 대한 연구의 필요성에도 불구하고, 국내 대학의 지식재산 경쟁력을 비교분석하고 지식재산 생산성의 향상 방안을 모색하는 연구는 아직까지 미흡한 실정이다. 따라서, 본 연구는 DEA(Data Envelopment Analysis) 모형과 Malmquist 생산성 지수를 이용하여 국내 대학의 지식재산 효율성 및 효율성의 변화추이를 분석한다. 이를 위해, 본 연구는 2008~2010년에 걸친 국내 대학들의 지식재산활동 자료를 수집한 후 지식재산과 관련된 투입요소와 산출요소를 선정하여 효율성 분석을 실시하였다. 본 연구는 효율성 관점에서 국내 대학들 간의 지식재산 경쟁력 비교분석에 대한 실증적 결과물을 도출하였으며, 또한 비효율적 대학에 대해서는 지식재산 효율성 개선을 위한 방향을 제시하였다. 본 연구의 방법 및 결과는 대학의 지식재산 관련 정책수립 프로세스에 통합되어 관계자들의 지식재산 경쟁력 증진과 관련된 의사결정을 지원하는 데 활용될 수 있을 것으로 기대된다.
Abstract
Universities’ intellectual property (IP) capability is strongly related to the acquisition of original technologies and the long-term national technology competitiveness because universities tend to more focus on the development of basic and promising technologies. However, there have been few studies that identify the IP competitiveness of the Korean universities and suggest ways of enhancing the productivity of their IP activities including patenting and technology transfer. In response, this paper identifies the competitiveness of the universities in light of the efficiency using the Data Envelopment Analysis and the Malmquist Productivity Index. Using the IP-related input and output factors of 25 Korean universities ranging from 2008 to 2010, this paper measures the efficiency of Korean universities’ IP activities, and in addition, it suggests some possible directions of how inefficient universities can improve the productivity of their IP activities. We expect that the propoosed method and analysis results can assist decision makers of universities to formulate policies for improving the IP competiveness.
