법률구조 서비스 전달체계의 재구성

The delivery system of legal aid service in Korean society don’t work with effect, because it is constituted with overlap by legal aid of the Korean Legal Aid Cooperation and litigation help & public defense service by the Court, despite small budget. The problems of the delivery system of legal aid service are service-provider oriented, understanding as institution not service, duplicated provide of similar service and low connectivity in services. Firstly, the reconstitution task of the delivery system of legal aid service is the unification of service delivery system, with Korean Legal Aid Cooperation as the center and the reservation of control authority of litigation help & public defense service to the Court. The delivery system of legal aid service should be reconstituted more service-consumer oriented. For the systematization of civil and criminal legal aid service, KLAC will reform to Legal Service Cooperation. Further, it is established the sharing system of providing of legal aid service by public and private sector, and local governments will work on positive lines for mixed providing of legal aid and other welfare services. It is required the establishment of the human delivery system of lawyer and non-lawyer. Finally it is called for the establishment of connectivity system of legal aid service providing, the arrangement of assessment system of legal aid service and the expansion of planning function for the delivery of legal aid service.
