In Korea, Korea Legal Aid Corporation has played a pivotal role in Legal Aid. According to Legal Aid Act of Korea, the Corporation is funded by government as well as private field. Besides, the Corporation has made a profit from own business. Among various sources of fund, the Corporation arranges ‘Free Legal Aid System Fund’ for those who are in need of particular protection, for example,farmers, fishermen, disabled people, and Patriots & Veterans. If the Corporation spends attorney’s fee for aiding those who meet the Free Legal Aid standard,it repays the cost from Free Legal Aid System Fund. However, for the establishment of a general legal aid system, it is necessary to find more stable and various monetary source. First of all, we can consider to create a law-related fund from a governmental income of judicial service,such as a stamp tax and fines. Also, a filing fee surcharge could be regarded as a new funding source as is in the U.S. Next, the introduction of Interest on Lawyer’s Trust Account into Korean legal system could be considered for making stable source of legal aid. In addition, local government’s support and abandoned property are used to expand the source. A governmental income from lottery, horse racing and charity from a private field, such as corporations, religious groups and individual, would be considered as an additional source for legal aid.
