복지국가의 성경적 기초에 관한 연구

초록
본 연구는 복지국가의 성경적 기초에 관한 문헌 연구이다. 본 논문의 목표는 복지국가의 이념적 특성을 도출하고 그것을 분석의 틀로 하여 성경에 나타나있는 복지국가의 근거를 살펴보는 것이다. 복지국가의 이념적 특성으로 도출된 요인은 집합주의, 권리의식, 노동권, 공동주의(연대의식), 평등성, 적절성, 청지기의식 등이 있는데 복지국가의 유형을 막론하고 이 모든 요인들은 성경에 나타난 하나님의 복지 원리에 기초를 두고 있음이 확연히 나타난다. 복지국가의 특성을 유형별로 보면 자유주의적 복지국가에서는 집합주의, 권리의식 및 노동권이 강조되나 공동주의 , 평등성과 적절성 및 청지기 의식이 제한적으로 존재하고, 사회 민주주의적 복지국가에서는 집합주의 , 권리의식 및 노동권에서 자유주의적 복지국가 보다 앞서 있으며, 특히 공동주의 , 평등성과 적절성, 청지기의식은 자유주의적 복지국가와 비교가 안 될 만큼 중요한 위치를 차지하고 있고, 조합주의적 복지국가는 두 모형의 중간 지점에 위치하고 있다. 세 모형을 면밀히 분석한 결과 사회 민주주의적 복지국가모형이 성경에서 제시하는 복지 원리에 가장 근접해 있다고 보여 진다. 탐욕스런 인간들이 왕(국가)을 원할 때 하나님께서는 그것을 허락하시고 다윗 , 요시아 같은 선한 왕들을 통해 그 국가를 바로 잡으셨듯이, 이기심의 기초하여 배태된 자본주의와 그로 인해 야기되는 폐해를 복지국가를 통해서 바로 잡아주시는 하나님의 원대한 섭리가 복지국가의 출현과 그 후의 흥망성쇠의 역정의 핵심이라고 여겨진다.
Abstract
Concept of the welfare state has become well known in the contemporary korean society. Idea of the welfare state varies from ‘a good country to live' to ‘a nation that assume primary responsibility for the individual and social welfare of it`s citizens. However, it is indeed surprising to realize that very little is known about Biblical foundation of the welfare state. In this paper, six factors, namely collectivism, welfare as right, right to work, equality and adequacy, solidarity and stewardship, are derived to be used for analytical framework from the theories and practice of the welfare state. Thorough analysis of Bible indicates that all six factors of the welfare state are profoundly built on Biblical principle of social welfare. In case of liberal welfare state, collectivism, welfare as right, and right to work based on Biblical principle are vivid although are limited both in degree and scope while equality and adequacy, solidarity and stewardship seem almost non-existent. The case of social democratic welfare state shows the apposite in a sense that all six factors that are based upon Biblical principle of social welfare salient in it`s value system as well as in it`s actual welfare system. It is not surprising to know that the welfare state as well as all things in the universe is one of schemes that are designed by God in his enormous plan of redemption.
