Legal and institutional improvement devices for residential stability and residential welfare for the aged

Our country have been coping with law or institution in order to respond to the aging society. However our country have focused on income security, health care and social welfare services. Korea has been neglected relatively areas of public housing welfare for the aged. The proportion of elderly households (elderly couples, the elderly living alone) in Korea is increasing, and proportion of elderly households (elderly couples, the elderly living alone) and the cohabitation rate of parents living with children has been a sharp drop. Therefore, legal action is necessary for stable residence of the aged. Already in the advanced countries, welfare policy for the aged is changing, More specifically, the advanced countries have been replacing to elderly housing welfare concept from the center of the facility to protect the aged. Also, the advanced countries have been diversifying the types of housing by considering the diversity of needs of the aged hierarchy. In Korea, there is a need to diversify the type of housing for more choices, depending on the economic status or physical condition of the aged. Also housing policy that effectively links to each other elderly housing and medical and nursing is necessary. The relevant provisions of the current housing welfare for the aged stipulates in Welfare Act for the Age and Basic Act on the Low Birth and Aging Society. However housing nature of welfare homes for the aged is the welfare facilities rather than housing for the aged. The elderly welfare housing are given as a facility for the age and children. However, because the various construction-related acts will be available to in application of the law, the construction process is complex. It is preferable that housing types on elderly welfare housing in Housing Act is included. Such as the problem of the effectiveness of the supervision of the elderly welfare housing after installation, tenant eligibility issues, lack of public rental housing- relevant laws and regulations appears. Our country should enact such as the Japan's ' Act to secure the stable residence for the aged' as comprehensive law of housing welfare that are scattered in various laws. By doing so, such as regulations, including the establishment of the senior housing assistance plan, the minimum safety standards of housing for the aged, superior rental supply and management of housing for the aged, regulation for the building lease until tenured, residential remodeling support for housing suitable for the aged, upbringing of housing professional management company for follow-up management in co-housing for the aged is required to ensure a stable secure of residential life for the aged.
