International Board is put forward under the background when China financial market reform and openness continuously deepen, the internationalization pace of China Capital market expedite and Shanghai work hard to fulfill its economic transformation, and become the global finance center, but its pushing out faces many problems and obstacles. These inevitably relates to the construction of rule of law of Chinese capital market, the deepening of economic system reform and openness of finance market. Solutions to these problems and obstacles need recur to a pilot test project, gradually reform and improve relevant systems, but the uppermost is find the solution to improve the capital market efficiency and enhance the investors' confidence.
