지역고용거버넌스에서의 정책참여 활성화에 대한 실증연구: 참여만족도의 매개효과를 중심으로

본 연구의 목적은 지역고용거버넌스의 구성요인이 지역노동시장 및 지역사회의 발전에 기여하는 직접적인 영향관계를 분석하고 나아가 지역 노사민정 주체의 참여만족도가 지역고용거버넌스의 구성요인과 지역 발전간의 관계를 매개하는 과정을 실증하는 것이다. 특히 본 연구에서 지역 노사민정 주체의 참여만족도를 매개변수로 설정한 이유는 지역고용거버넌스의 도입ㆍ운영과정에서 참여주체간의 실질적인 신뢰와 협력이 이루어지지 못하게 되면 그 결과 지역고용거버넌스라는 제도 자체의 존립이 불투명해지기 때문이다. 본 연구에서는 정책네트워크에 관한 선행연구와 거버넌스로의 참여촉진에 관한 선행연구들을 토대로 하여 지역고용거버넌스의 구성요인을 탐색하여 연구모형과 가설을 도출하였고 그 후 663개의 지역노사민정 단체를 표본추출하여 설문조사를 실시하여 최종적으로 450개의 지역단체에 대해 통계 분석하였다. 분석 결과를 보면 지역고용거버넌스에서의 참여구조요인, 참여주체요인, 참여내용요인은 서로 상호작용하며 내적 적합성을 보이고 있으며 또한 이들 요인들은 노사민정의 참여만족도를 매개하여 지역고용거버넌스 성과를 유의미하게 증가시키고 있었다는 점을 확인할 수 있었다. 특히 참여구조요인은 지역고용거버넌스의 다른 구성요인들에 비해 참여만족도와 지역고용거버넌스 성과에 가장 큰 영향력을 미치는 것으로 나타났으며 참여주체요인은 참여만족도를 완전 매개하여 지역고용거버넌스 성과에 긍정적인 영향력을 미치는 것으로 나타났다.
Abstract
The purpose of this study was to research the impact of local employment governance’s factors on regional development and the mediating effect of participating satisfaction between local employment governance’s factors and regional development. From the factor analysis, the local employment governance was composed of three factors: participation structure factor, participation subject factor, participation issue factor. The data in this study were collected from 450 local government and non government associations which actively had participated in the local employment governance. The results of empirical analyses indicated that local employment governance’s factors had the positive effects on participating satisfaction and regional development. The positive effects’ rating were arranged with the participation structure factor > participation issue factor > participation subject factor. And the participating satisfaction mediated between local employment governance’s factors and regional development.
