한국의 공공부문은 전환기적 국면에 놓여 있다고 판단된다. 우리 사회에서 공공부문이 차지하는 비중은 적지 않다. 공공기관 개혁을 통해 국민 일반이 요구하는 공공서비스의 내용과 질이 담보되지 않으면 다시 공공부문의 시장화의 압력이 높아질 수밖에 없다. 그 동안 정부 주도의 일방적인 공공부문 개혁은 공공부문의 구조조정은 이루어 냈을지 몰라도 공공서비스의 내실화를 위한 지배구조와 시스템을 확보하지 못했다. 본 연구의 목적은 이명박 정부의 공공기관 선진화 정책을 진단하여 동 정책의 성과와 한계를 비판적으로 검토하는 것이다. 이를 통해 바람직한 공공기관 개혁을 위한 함의를 찾고자 한다. 먼저 공공기관 선진화 정책의 특징 및 주요 내용을 살펴보고, 공공기관 선진화 정책의 구조개혁 방향, 인력, 주체, 경영평가 등 몇 가지 영역으로 구분하여 평가하였다. 마지막으로 공공기관의 바람직한 역할 정립을 위한 대안적 정책 방향을 제시하였다. 구체적으로는 공공기관 개혁의 기본 방향으로는 “공공성의 유지 및 확장, 공공기관의 재구성, 공공기관의 지배구조 및 운영의 혁신, 경영평가제도의 재구성, 단체교섭의 집중화를 포함한 노사관계 혁신” 등을 들 수 있다.
Abstract
The purpose of this study was to research the evaluation of the Lee Myung-bak government's public sector reform policies. First, this study examined the performance and limits of Lee government’s public sector reform policies as an analyzation of contents, characteristics, structural change, human resource management, public sector’s management evaluation policies. And this study recommended the alternatives of pubic sector reform such as the maintenance and enlargement of publicity in the public sector, restructuring of public sector, the innovation of governance and operation, alternatives of public sector’s management evaluation, innovation of labor relations including the concentration of collective bargaining structure.
