주류면허제도 개선방안에 대한 연구

This paper is reviewing the alcohol licensing system by analysing problems from licensing categories, alcohol licensing conditions, and grounds for the revocation of licenses. As a result, we suggest the following to make the alcohol licensing system reasonable and effective in this paper. First, as an idea for the improvement of licensing categories, we should reduce the scope of deemed sales licenses in the short term and abolish deemed sales licenses in the long term. On the other hand, it is necessary to allow the retail sale of liquors by mail, telephone, or website. Second, we need to restrict issuing alcohol licenses to the person being fined caused violent crimes or narcotic crimes or imposed penalty for violating laws relating to liquor control. And financing conditions should be tighten for liquor sellers by demanding similar experiences in liquor industries. Third, rules relating to grounds for the revocation of license should be revised to meet all personal conditions for both producer and seller. Additionally, the category that a liquor production licenser forges or falsifies liquor tax payment certificates should be abolished in rules relating to grounds for suspension of license. And it is necessary to establish a new rule about deemed production in liquor law to make clear the meaning of processing and invention of alcohol relating to ground for the revocation of selling license. As the result of this paper, we expect to help preparing alcohol policies by which the government can accomplish control purpose.
