The Outcomes and Tasks of the Human Rights Council : Focusing on the “Review of the Human Rights Council”

The United Nations Human Rights Council was established by General Assembly resolution 60/251 on 2006 in order to promote “universal respect for the protection of all human rights and fundamental freedoms for all, without distinction of any kind and in a fair and equal manner.” When creating Human Rights Council in March 2006 the United Nations General Assembly decided that the Council’s work and functioning should be reviewed five years after it had come into existence at the level of the General Assembly. According to the General Assembly resolution 60/251, the Human Rights Council had a meeting to discuss the review of Human Rights Council from 2009 and the General Assembly adopts a Resolution (65/281) following the 5-year review of the Human Rights Council. This article examined the outcomes and tasks of the Human Rights Council for the past 6 years since it was established in 2006 with focusing on discussion about review of the Human Rights Council. In sort, the outcome of review dose not contain any fundamental novelties comparing to the Institution Building of 2007 (Human Rights Council Resolution 5/1). However, the review process offered a good opportunity to evaluate the Human Rights Council’s performance, to identify gaps and shortcomings, to consider options to current working elements, and to make the Human Rights Council more effective and more efficient in implementing its mandate. The next review of Human Rights Council is scheduled to be consider again at a time no sooner than ten years and no later than fifteen years. Until that time, the Human Rights Council need to upgrade their ability to protect human rights in their own system.
