국가안보에 필수적인 군사력을 확보하기 위해서는 무기, 장비의 현대화뿐만 아니라 군의 안정적 임무수행을 위한 훈련장, 사격장, 주거, 복지시설 등 각종 군사시설이 요구되어 진다. 그러나 최근의 군과 지역사회 간 갈등은 군사시설의 설치 및 운영여건을 어렵게 하고 있다. 이러한 갈등은 군사기지 및 군사시설보호구역의 고유 특성으로부터 유발된다. 군사기지는 일반적으로 물자와 인력 수송을 위해 철로 또는 도로망에 근접위치하게 되는데, 이는 지자체의 개발구역과 중첩되는 경우가 많아 지역발전과의 대립이 발생하게 된다. 또한, 항공기지, 사격장, 훈련장에 의한 소음, 진동으로 인한 생활권 침해와 군사시설보호구역에 의한 재산권 행사의 제한은 훈련장 확장반대, 시설 설치 반대, 이전 요구 등 다양한 형태의 민원을 야기하고 있는 것이다. 군사시설과 그 주변지역은 서로 밀접한 관계에 있다. 만약 군과 지역사회가 협력적 관계를 유지할 수 없다면 기지의 운용능력은 저하되며 극단적인 경우는 주둔 위치나 운영이 조정될 수밖에 없을 것이다. 더욱이 민군갈등의 지속은 국가적으로도 대규모의 경제손실을 발생하며 사업지연에 따른 군사력 확보에도 부정적인 영향주어 국민안위를 침해할 수 있다. 앞으로도 민군갈등은 국민재산권 행사보장과 규제완화에 대한 요구가 더욱 빈번하고 광범위해질 것으로 전망되는 만큼, 갈등을 최소화하고 민군관계 발전을 유도할 수 있는 다양한 협력방안을 마련해야 할 것이다. 이에 따라 본 논문에서는 기지이전 및 선진국 사례조사를 통하여 군사기지 및 시설에 의한 갈등 요인을 파악하고 이를 해소할 수 있는 방안에 대하여 모색해 보았다.
Abstract
When first established decades ago, most military installations were far from major cities and towns. Urban growth has extended toward the boundaries of many of military installations. Such development can limit the installations’s operational capability and threaten public safety because people located near military installations are potentially exposed to artillery fire, aircraft noise, dust, and even accidents. Maintaining the ability of military installations and ranges to carry out their missions is vital to the preservation of national security. However, the nation’s military forces face serious training and readiness challenges that have the potential to reduce mission readiness and adversely impact national security. This study analyzes the causes of the recently frequent conflicts among the military authority, regional community, and the local public, and seeks to develop the military-community relationship for the national security.
