지방의회 사무기구 인사제도의 문제점과 개선방안

This Study aim at finding and suggesting the ways for improving personnel management of the office of local council in Korea. Local autonomy system is a ideal institution of a democratic society. The local council, one of the two axes of the system, serves as deciding on basic polies of the self-governing body concerned, coordinating the local administration's policies from the point of its inhabitants' view and meeting their demands as a their representative agency. The office of local council is composed of a secretary general, supporting staffs(advisory staffs and working officers). During session of the local council, the staff are doing many different tasks, and carrying out very important roles in making decisions, making local ordinances and so on. The local government in Korea have check and balance system by establishing legislative councils and executive bodies. Because of this unique structure, the office of local council should maintain independent status from the executive body. But in reality, the situation is quite different. The office of local council is established by local ordinance and the staff are appointed by local chief executive. Concludingly the personnel power over local council staff should also be independent, by giving the power to the local council.
